A voice talks about the times of the “Special Period” in Cuba (a prolonged period of economic crisis which began in 1989 after the dissolution of the Soviet Union) while a pigeon awaits, stoically, the arrival of Matthew’s hurricane to the island. Despite the authorities announcing his arrival every day, seems it will never arrive.
